    Details

    • Higher-Level Review: VA Form 20-0996. Supplemental Claim: VA Form 20-0995. Board appeal: VA Form 10182.
    • A Supplemental Claim with new and relevant evidence may be filed after the year, but the effective date generally attaches to the new filing.
    • A proposed rating reduction has its own clocks: 60 days to respond, 30 days to request a predetermination hearing (38 CFR § 3.105(e)).
    • Clear and unmistakable error claims under 38 CFR § 3.105(a) have no deadline but a demanding standard.
