- A blank public DBQ downloaded from VA's DBQ page is a different document — a form for a private clinician, not a copy of the examiner's findings.
- Read whether the examiner reviewed the claims file; a negative nexus opinion written without review is challengeable.
- For joints, check for repetitive-use and flare-up findings required by 38 CFR § 4.59 and Correia v. McDonald.
- An opinion stating a conclusion without reasoning carries no probative weight (Nieves-Rodriguez v. Peake).
- An inadequate examination is a duty-to-assist failure under 38 CFR § 3.159 and can be raised in Higher-Level Review on the existing record.
