- Oakridge is appeals-focused and accepts initial DIC claims on a case-by-case basis — a free, accredited Veterans Service Organization (VSO) is the right starting point for filing one, and no accredited representative may charge a fee for that pre-decision work (38 CFR § 14.636(c)).
