Foreign-language medical evidence
Medical records written in a language other than English must be accompanied by a certified English translation before VA can rely on them as evidence, per 38 CFR § 3.159. VA does not perform these translations for you — arranging a certified translation is the veteran's or representative's responsibility.
Notarization and apostille
Some VA forms (such as a power of attorney) may need to be witnessed or notarized. The nearest U.S. embassy or consulate can provide notarial services for U.S. citizens abroad. Foreign public documents used to support a claim may also need an apostille under the Hague Convention before VA will accept them as authenticated.
C&P exams while overseas
When VA orders a Compensation & Pension exam for a veteran living abroad, it is generally scheduled through a VA-contracted local examiner, a U.S. embassy panel physician, or by video for conditions that don't require a physical exam. Foreign Medical Program vs. VA health care
The Foreign Medical Program (FMP) reimburses treatment for VA-rated service-connected conditions from foreign providers — it is not VA health care itself, and it does not cover non-service-connected conditions. Registration (VA Form 10-7959f-1) must be on file before treatment for VA to reimburse claims submitted with itemized receipts.
Getting paid abroad
Most countries support the U.S. Treasury's International Direct Deposit (IDD) program, which sends VA compensation directly to a local foreign bank account in local currency. Where IDD isn't available, veterans may keep a U.S. bank account for deposit.

Eligibility does not change because you live in Germany
VA disability compensation is decided under 38 U.S.C. Chapter 11 and 38 C.F.R. Parts 3 and 4. Nothing in those authorities conditions entitlement on U.S. residence. A veteran in Kaiserslautern is held to the same three elements as a veteran in Kansas: a current diagnosed disability, an in-service event, injury, illness, or exposure, and a medical link between the two.
Retirees and dependents who stayed after separation
Many U.S. veterans in Germany separated or retired in place under SOFA-related status. Continued base access, TRICARE overseas enrollment, or DoD civilian employment does not affect a disability claim in either direction. TRICARE and the VA Foreign Medical Program are separate systems, and treatment records from either can be submitted as evidence.
German medical records as evidence
Records from a German Hausarzt, Facharzt, or university clinic are acceptable evidence, but a German-language record generally needs a certified English translation before the VA will weigh it (38 C.F.R. § 3.159). German records are often brief by U.S. standards; a claim usually goes further when the record documents diagnosis, onset, frequency, and functional limitation rather than a bare diagnosis code.
C&P exams and Landstuhl
Landstuhl Regional Medical Center is a DoD facility, not a VA one, and it does not schedule VA compensation examinations. Overseas exams are ordered by the VA and scheduled through contract examiners near the K-town, Stuttgart, Wiesbaden, or Bavaria military communities, or by telehealth for conditions that do not require hands-on examination. Missing a scheduled exam without good cause can result in a decision on the evidence of record under 38 C.F.R. § 3.655.
Deadlines run on U.S. dates, not local mail time
The one-year period to file a decision review and the 60-day Board response windows run from the date on the VA decision letter, not from when international mail reaches you. Electronic filing through VA.gov, or through a representative, is the reliable way to avoid losing a filing window to postal delay.
Fees for veterans in Germany — and what is never promised
Fees are the same everywhere; living in Germany does not change them. Initial claims are handled at no charge. For decision reviews on a claim the VA has already decided, the fee is contingent on awarded past-due benefits; Oakridge caps its fee at 20% under VA rules, disclosed in a written fee agreement you sign before any work begins. There are no hourly charges, retainers, or filing fees, and there is no charge for the consultation.
