Filing from abroad — what actually changes
Foreign-language medical evidence
Medical records written in a language other than English must be accompanied by a certified English translation before VA can rely on them as evidence, per 38 CFR § 3.159. VA does not perform these translations for you — arranging a certified translation is the veteran's or representative's responsibility.
Notarization and apostille
Some VA forms (such as a power of attorney) may need to be witnessed or notarized. The nearest U.S. embassy or consulate can provide notarial services for U.S. citizens abroad. Foreign public documents used to support a claim may also need an apostille under the Hague Convention before VA will accept them as authenticated.
C&P exams while overseas
When VA orders a Compensation & Pension exam for a veteran living abroad, it is generally scheduled through a VA-contracted local examiner, a U.S. embassy panel physician, or by video for conditions that don't require a physical exam. Foreign Medical Program vs. VA health care
The Foreign Medical Program (FMP) reimburses treatment for VA-rated service-connected conditions from foreign providers — it is not VA health care itself, and it does not cover non-service-connected conditions. Registration (VA Form 10-7959f-1) must be on file before treatment for VA to reimburse claims submitted with itemized receipts.
Getting paid abroad
Most countries support the U.S. Treasury's International Direct Deposit (IDD) program, which sends VA compensation directly to a local foreign bank account in local currency. Where IDD isn't available, veterans may keep a U.S. bank account for deposit.

Filing from Italy: the standard is identical
Nothing in 38 C.F.R. Part 3 limits compensation to veterans living in the United States. Whether you are in Vicenza, Naples, Aviano, Sigonella, or Rome, the VA applies the same evidentiary standard and the same rating schedule in 38 C.F.R. Part 4.
Airborne, Sixth Fleet, and Aviano communities
Italy's veteran population clusters around the 173rd Airborne at Caserma Ederle, Navy commands at Naples and Sigonella, and Air Force alumni around Aviano. Musculoskeletal claims from airborne service and hearing loss or tinnitus claims from flight-line and shipboard noise are common; both are decided on documented in-service exposure plus a current diagnosis, not on unit history alone.
Italian medical records and the SSN
Documentation from the Servizio Sanitario Nazionale or a private Italian specialist is usable evidence, with a certified English translation where the record is in Italian (38 C.F.R. § 3.159). Italian specialist reports tend to be detailed on diagnosis but light on functional impact; a separate statement describing flare-ups, work limitation, and daily-activity impact often fills the gap the rating criteria actually ask about.
Exams and travel within Italy
The VA schedules exams with contract examiners near Vicenza, Naples, or Sigonella. If the assigned examiner is far from you, the reasonable response is to contact the exam contractor and the VA promptly rather than to miss the appointment — 38 C.F.R. § 3.655 allows a decision on the existing record when a claimant fails to report without good cause.
Foreign Medical Program in Italy
FMP reimburses treatment for conditions the VA has already service-connected; it is not general VA health care and does not cover unrelated conditions. Registration must be on file before treatment, and itemized receipts are required for reimbursement.
Fees for veterans in Italy — and what is never promised
Fees are the same everywhere; living in Italy does not change them. Initial claims are handled at no charge. For decision reviews on a claim the VA has already decided, the fee is contingent on awarded past-due benefits; Oakridge caps its fee at 20% under VA rules, disclosed in a written fee agreement you sign before any work begins. There are no hourly charges, retainers, or filing fees, and there is no charge for the consultation.
