Q: Can the VA reduce my disability rating?

Yes, but only under specific rules. Ratings in effect for 5 years or more are 'stabilized' and require material improvement under 38 CFR § 3.344 before reduction. Ratings in effect for 20 years or more are 'protected' under § 3.951 and cannot be reduced except for fraud. A 100% rating cannot be reduced without evidence of actual improvement in the veteran's ability to function. VA must give notice and a chance to submit evidence and request a hearing before any reduction takes effect.
