Details
- Public DBQs are published at benefits.va.gov/compensation/dbq_publicdbqs.asp.
- A DBQ completed by a private provider is most persuasive when the provider has actually treated or examined the veteran and explains their reasoning.
- A DBQ with blank fields, no range-of-motion measurements, or no rationale gives the rater little to work with.
- VA may still order its own C&P examination even when a complete private DBQ is submitted.
