    • Legacy path: Notice of Disagreement → Statement of the Case → VA Form 9 substantive appeal → Board.
    • AMA path (decisions dated on or after February 19, 2019): choose one of three lanes within one year.
    • A legacy appeal can be opted into AMA at certain points, which changes the deadlines that apply.
    • Confusing the two systems is a frequent cause of missed deadlines, because the legacy forms no longer preserve rights on AMA decisions.
